Coventry station masterplan

SLC Property has prepared, submitted and managed the determination of the various applications for planning permission, listed building consent and other related consents to facilitate the delivery of the Coventry station masterplan.

Background

Coventry is a dynamic and fast-growing city, where transport investment is needed to keep pace with rapid change. The Coventry station masterplan scheme is the largest component of ‘Coventry City Centre First’ which provided a package of transport improvements aimed at improving connectivity to UK Central and HS2 and boosting jobs and growth in the city centre. The scheme aims to deliver:

  • A second footbridge connecting all four platforms via stairs and lifts and extended platform canopies
  • A second station entrance building
  • A 633-space multi-storey car park which will sit on top of the new station building
  • Extension of the pedestrian boulevard to create a high-quality traffic free route from the station
  • Creation of a new taxi loop and separate vehicle drop off loop
  • A transport interchange connected directly to the station building via a new access tunnel under Warwick Road which includes a covered walkway for bus users
  • Highway improvements to Warwick Road which include upgrading the roundabout at the Central 6 junction and creating a new access road from the multi-storey car park onto Warwick Road
  • A new two-way link road will also be created between Westminster Road to the ring road slip road as part of the works
  • A new bay platform to enable two trains per hour between Coventry and Nuneaton

Services provided

  • Strategic planning oversight
  • Permitted development rights
  • Stakeholder engagement
  • Planning, listed building and related consents
  • Land consents
  • CPO support

Challenges

  • As with all projects, it has been necessary to establish good relationships with key stakeholders to obtain the necessary land and property consents
  • The existing railway station and attached structures are Grade II listed, and as such any changes to the building required listed building consent. Extensive discussions were undertaken with Coventry City Council officers, Historic England and other stakeholders to ensure the Coventry station masterplan proposals were sensitive to the significance of the listed station building
  • Some of the land required to deliver the station masterplan were within third-party ownership, this required extensive discussions with landowners and other stakeholders to facilitate the successful making of a Compulsory Purchase Order
  • The changes to the highway network had the potential to result in disturbance during the construction phase. We worked with the council to ensure consultation with key stakeholders and notification on the programme for construction works
